Is the apache-user really the one used for your web server?

Additionally, the permissions for .htaccess look wrong, as that file
doesn't need to be executed and checksetup.pl most likely doesn't
apply those unnecessary/wrong permissions. The following is what
checksetup.pl creates for me:

> 1169791  0 drwxr-x--- 1 root www-data  2150 Jan 16 12:24 .
> 1182496  4 -rw-r----- 1 root www-data  1307 Feb 16  2018 .htaccess
