Missing "impersonate this user" link

Have a look at your own preferences under the tab permissions. There
should be the following hint and link, allowing you to choose a
username afterwards:

> You are a member of the bz_sudoers group, so you can impersonate
> someone else.

The link in the user settings depends on "editform", maybe this is
broken/different/read-only/... for you.
