Missing "impersonate this user" link

I'm trying to debug a user issue and off I went to impersonate the account
(I'm running 5.0.3).  But Bugzilla refuses to provide that option under the
user's name.  I am the admin, I have bz_sudoers and the user in question
does not have bz_sudo_protect enabled.  

 

Ideas?
