Install Dutch templates

Finished the Dutch templates months ago, but I took me an awfull lot of
time to find and configure a distro which caries bugzilla 5.2. Just to
explain: I got into problems in the past when installing something from
outside the repos via a tarball. That worked OK, but subsequent updates
of libs made a big mess. So I run away from tarball installations as far
as I can.

Got it running now, but I get stuck following the installation guide.
In chapter 6.2.6 Configuring Bugzilla to detect the users's language i
read and quote:
"After untarring the localizations (or creating your own) in the
BUGZILLA_ROOT/template directory, you must update the |languages|
parameter to contain any localizations you'd like to permit. You may
also wish to set the |defaultlanguage| parameter to something other than
"en" if you don't want English to be the default language."

But I have no idea where these parameters are. Is it in running Bugzilla
or is it some config file?? There is also a page on localizations, but
at that point, it refers to the installation guide.
