A good manager uses it all the time, for the same reason you give for
a triager's use of it. I'd venture to say a good developer should use
it too, since a good developer should understand why something is high
or low priority, and who made it that way, but that may be too much to
Luis (once a manager, though admittedly not a good one ;)
