What kind of home page for Bugzilla?

No... if it's just for you, you can override the front page template and
add the markup by hand. That would be just about as easy as typing it
into a web form.

There are tons of simple bits of blogging software out there which can
be set up in short order and which will provide RSS feeds. We should not
be reinventing that wheel.
