Just to clarify: I brought this up merely because the quoting thing was 
quite controversial, rather than because I'm grinding an axe. I haven't 
seen much quoting abuse in b.m.o. - but then, I might not be looking in 
the right places.

But email is a different medium to bugs. In bugs, all the comments are 
there in order. In email, the email a person is replying to could be 
just above it, 50 messages above it, filed in another folder or deleted.
