Yes, but think about a BZ comment that had 20 different minor tweaks that 
needed to be made to the software.  I find it much easier to read the 
developers response if its interlaced with the 20 points from the end user 
rather than reading something like "As relates to comment 12 item 3, done. 
As relates to comment 12 item 4, will be done.  As relates to comment 12 
item 5, can you clarify whether you want upright widgets or upside down 
widgets?"
