Should Bugzilla 2.18 require Perl 5.6.1?

And how close is that?  It feels pretty close.  Are we going to get an
RC or two?  There's not been much discussion of this on either of
these lists.

There are 4 "blockers" with target milestone 2.18, but there are 11
bugs with the flag "blocking2.18".
