Should Bugzilla 2.18 require Perl 5.6.1?

Using a criteria of "no regressions" we've got 8 bugs left, 6 of which 
are up for review right now.  Once we get those in, we'll release an RC. 
    Most of the others left on the list are extremely low-risk cosmetic 
nits that I don't have a problem fixing between the RC and the real 
release if they aren't done before the above 8 are.
