Many important features were developed in OSS outside the main project
trunks and then later merged in. There's no rule that says "project X
must accept feature Y after Y has been coded", though with Bugzilla it's
certainly the case that we are willing to accept and help merge in
custom fields if people are willing to cope with the fact that we take
our time at doing it.
