I would have to agree here.  I think a couple people have misinterpreted
the original statement.

There is no guarantee that there will be a migration path.

That doesn't mean there won't be one, just that it's not guaranteed there
will be.  I'd be very surprised once we get something designed and checked
in if someone who's using one of the existing implementations doesn't write
and contribute some sort of migration tool if what ends up getting checked
in doesn't match the original implementations that are out there now.  But
we're not going to guarantee that because it's not very likely the core
Bugzilla team would participate in creating it.
