Copying Everything to Global Email Address

One way you can probably do this is to edit the newchangedmail setting  
in editparams. You can change the line:

To: %to%

And make it:

To: %to%, foo at bar.com

This should send all new or changed bugmails to that address in  
addition to the addresses it would normally send the message to.

Another way to do this would be to create a bugzilla account and have  
it "watch" all the component owners or qa contacts, but it's probably  
cleaner to do it in the params.
