Thanks!  Looking at that, though, it seems a bit different.  That's for
users to watch selected components.

I guess the closest to what I have in mind would be an additional
column under the "email" tab on the "prefs" page with a heading of
"other".  So, if you're not the reporter and you're not the assignee and
you're not the QA Contact and you're not on the CC list and you're not
on the Voter list, then follow what was selected under "Other".

Thoughts?
