i disagree :) (assuming bz 2.18 or thereabouts)
there's only two extra steps involved in getting bugzilla running with
activestate perl (and standard apache) vs cygwin perl and cygwin apache..
apache's "ScriptInterpreterSource" directive to work around the #! path issue,
and sorting out the sendmail stuff, which can be kludged without touching the
bz perl code.
