Perhaps the database ID shouldn't be used.  Why does the user know
anything about the data source?  Isn't that a bad thing (tm)?  Doesn't
it somewhat limit the flexibility of the installation platform?

Scoping the bug numbers to the individual project/products makes each
project/product seem a bit more homey.  It's not quite so dauntng if you
think of your particular project having only 40 bugs rather than the
hundreds of millions for all of the projects all over the internet that
use bugzilla.

Here's the question right back at you:  What's the benefit of having a
global counter for the number of bugs for all projects hosted at BMO? 
If there's a benefit, wouldn't that benefit increase if it were expanded
globally, and not just at BMO?  Shouldn't BMO and BGO share bug numbers
in this case?
