You can - just search for bugs in your project. Measuring things about a 
project by counting bugs is bogus anyway.

A centralised number allocation would also be bad, because it implies a 
central authority to hand out numbers.

Ease of implementation. Lack of confusion when referring to bugs in 
newsgroups. Simple URLs, with just one thing to remember.
