Er... bugs.debian.org is not a Bugzilla installation.

It would be possible, perhaps, to have a system where a bug in one 
Bugzilla could depend on one in another Bugzilla. But it would be a fair 
amount of work, if you wanted each one to notify the other of state 
changes. Is this situation really that common?

What advantage does having multiple bugs with the same number in an 
individual installation give you?
