Storing localconfig and data/ one level up from Bugzilla home

If it's not too much effort, that would be great. Please file bugs in 
bugzilla.mozilla.org for each different chunk of function, and attach 
the relevant patch (diff -u). There's a possibility that they'll just 
sit there for a long time (that's happened with a few good patches), but 
that would be our fault for not taking the offered opportunity. :-|
