Agreed, but I think in this case every bug will only have a small number 
of potential assignees, since each development group will be responsible 
for bugs in its product (which is fundamentally different from an open 
source organization where anyone could potentially fix a bug anywhere in 
the code).

The trick will be how to define these small groups of people (per 
product/component/sub-component?) and how to handle exceptions.
