2.17.1 status report - 1st draft

I need comments/corrections/etc.

The plan is to post this tonight.

Things to note:

* We have some security-sensitive bugs that were fixed, and they're in the
  status report, but haven't been cleared in Bugzilla; how are we going to
  handle this, considering we usually don't clear those bugs until we have a
  stable release that fixes them?

* Joel: if you want a section on the improvements offered by bug 143826,
  could you give me a writeup? I've got a midterm tomorrow, and don't have
  time to do the research + writeup; if not, I'll just stick it in the list
  of improvements that's already in the report.

* Anything I need to add to the Upcoming Major Feature list?

Anything else, lemme know via email; I'll be on campus/studying for the
rest of the day, so I'll roll comments I get via email in, and hopefully
post this thing tonight (after justdave looks at it, of course :-)
