2.17.1 status report - 1st draft

They were all new bugs introduced since 2.16.1, and never existed in a
stable release, and to my knowledge, none of them were in the tree any
longer than a few weeks.  Since they never existed in a stable release,
they should have been cleared as soon as they were checked in (with a
message posted to this list warning people to cvs update if they were using
cvs)
