Field values - database wide or per product?

The values available for the priority and severity fields are set 
site-wide.  Other custom fields can be set product-specific though, so 
if you wanted a separate one for a given product you could make a 
"productfoo_priority" or something to go on that product.  This would 
really only be needed if the different products use different 
classification systems for those concepts though.
