SAML SSO Addon for Bugzilla 5.0.6

The general way recommended to do this currently is to use Environment 
Auth in Bugzilla, which tells Bugzilla to trust whatever Apache passes 
through in the CGI environment, and then use an Apache plugin for the 
SAML SSO.
