Filing bugs on Landfill; upgrading Perl on Landfill

Bugs related to landfill have always been filed into the bugzilla.org
component. Just query bmo to see that.

FYI, bug 146865 named "landfill.bugzilla.org is down" and reported in
2002 was already filed under the bugzilla.org component. So nothing new
here. :)
