Easier Patch Submission? Is it possible?

Our problem here is to determine whether a contributor is willing to
follow our guidelines and to better understand Bugzilla internals, in
which case we can r- his patch without too much worry, or whether he
just want to contribute something which fixes his problem and doesn't
care too much about our guidelines because he doesn't really plan to
contribute anymore, in which case we shouldn't simply r- his patch and
hope he will update it to make us happy. We should still r- it,
probably, but do something with his patch if it's not too far from what
we expected.

When it's your first contribution, it's really hard for us to determine
to which category you belong. It's easier when new contributors "meet"
us on IRC at the same time, because we know they are somewhat interested
to belong to our community, or at least to update their patch if needed.
