Bugzilla: Philosophy

	In responding to the tags thread today, I realized that we as a Project
have a lot of principles that we've operated on for years but have never
written down. Here's the "Bugzilla Philosophy" as it were:

	I don't claim that those are the ideal principles, or what our
principles *should* be. The page currently just reflects what our
