I think that's interesting, although using a hyphen seems nasty :-/ I'd
personally prefer a colon, and that fits with QuickSearch syntax. I
guess we'd have to see how much we wanted to be compatible with their
system.

The other alternative is just to have two fields - public and private.
That avoids the ugly prefixes. If you specifically requested a list of
"all labels on a bug" it would show you them, grouped by the user who
set them.
