Bugzilla Webservice Client in Perl

What types of scripts are allowed to go into contrib? Asking this because I have a simple/stupid SVN -> BZ hook script that I recently wrote for 3.3.4.

I read option "a" to put it with BZ, but as a part of the core, not contrib.
