It isn't helpful for user to insert the localized strings for user
definedable values, such as custom bug field values or statuses, into
the DB?
Of cource, for localizors' view we desire not to insert them into DB (?),
but for users' view it might be easy to edit them from administration pages
rather than from editing templates directly.
If users have languages like more than two, everytime they edit the
field values, they are in need to edit the templates.
