Using Bugzilla to hide spam sites

I don't like captchas either. I much prefer using the text/plain MIME 
instead of text/html for users with no privs. And if IE6 is unable to 
respect that, then that's not our problem anymore (I'm a bit rude here, 
but Firefox (and Opera) users shouldn't have to pay for IE users).
