	I agree with Gerv here, actually. I think we really need to let
non-editbugs reporters make attachments, for things like screenshots
and HTML examples that reproduce bugs.

	I think just having one during account creation would be OK.
That makes it a lot harder to write bots that make automated accounts.
(Of course, that's already pretty hard since they have to receive an
email and then click the URL.)
