Using Bugzilla to hide spam sites

We could, perhaps if we also allowed it on bug submission. I have no 
data, but I'd suspect that a fair number of rookie bug reporters want to 
attach something like a screenshot.

Alternatively, we could disallow text/html and other browser-displayable 
attachments (automatically switching them to text/plain) if the person 
didn't have canconfirm or editbugs (basically, any human-added 
permission). That might be the lowest impact.

I really, really want to avoid captchas if we can help it.
