Custom statuses and workflow fully implemented

Hi all,

We just committed the final patches to fully support custom bug statuses
and workflow. So in case you are playing with the current code from CVS,
have a look at it and let us know if something is going wrong.

And for those who don't use CVS, this feature will be available in the
coming Bugzilla 3.1.1, which should be available in the coming weeks.
