LDAP lookup methods

Hi guys,

I would like to implement LDAP lookups methods. Today when searching
for an user it only returns users that are already registered. For
Bugzilla admin does not matter either if they has already logged in or
not when editing an account once every user in the LDAP can be a
possible Bugzilla user.

What I would suggest is to allow non-registered LDAP users start being
shown in the search and highlight the result saying if it is
registered or not.
