Changing the Versioning Scheme

I've seen far too many confused people who say in their blogs
and news articles, "Wow, it took 9 years to go from 2.0 to 3.0, Bugzilla
development must be slow."
To remedy this, I think we should just start doing releases as
4.0, 5.0, 6.0, etc.
I'm not sure what to call the bug-fix releases then,
though--3.0.1 or 3.1. Perhaps we could stick with 3.0.1 for the 3.0
series, and do 4.1, 4.2 for the 4.0 series.
