Hi,

Not sure I'm allowed to say anything on this mailling list (feel free to put
me in my place), but there's a section in the Developer's Guide that should
probably be updated with whatever is decided here:

_______snip________
While Bugzilla uses Javascript and cookies to make the user experience
easier, no patch to Bugzilla should *require* either. The only exception is
that the administrative interfaces (the edit* CGIs) may require JavaScript,
as we expect the administrator to have a JavaScript-capable browser.
