If we think that using or maintaining multiple Bugzillas is a common
thing, I'll try and add a flavour of that to the personas.

This does, I think, raise security issues. Off the top of my head -
what's to prevent someone DOSing the project by sending bogus duplicate
requests in from the outside?

Right. So (an observation) timeless's bug migration suggestion is not
the right answer in this case.
