Red Hat already does this on their Bugzilla, and I really like their 
implementation of it.  All they're doing is providing a link to the 
upstream bug though.  It would be way cool to have a cron job that 
periodically polls such bugs for their status and displays it on the 
local bug (or perhaps do it right when a user views the local version - 
cache it of course to avoid DoSsing the upstream server) if the upstream 
system is public, and mail the local CC list on upstream status changes.
