This isn't a bad idea.  Probably what we should do is separate the 
existing docs into a "Users' Guide" (all the user facing stuff), an 
"Application Admin's Guide" (all the admin pages accessible via the 
web), and a "System Admin's Guide" (installation, and stuff you can do 
from the shell).  They're fairly distinct audiences, and I can easily 
imagine enterprise installations wanting to customize the first two of 
those for their local policies and procedures.  The first can be linked 
off the index page, the second off the top of the params page (or a new 
admin landing page or something).
