UI module owner

I believe in the meeting yesterday I said (or at least I intended to if 
I didn't, I'm too lazy to go look at the transcript, so if I really 
didn't, consider this saying it) we were going to forgo picking an 
overall UI lead for the short term since nobody had stepped forward yet, 
and allow Gerv to spearhead the persona gathering.  Once we had a lineup 
of UI goals based on those personas we'd attempt to get someone to 
spearhead the management of getting there (and by that point, because of 
the data gathering already done, people who might step up and do it 
would have a better idea what they're getting into instead of this 
nebulous "fix the UI" description that we have in front of us currently.
