Retargeting enhancements

I did an interesting search on b.m.o about open bugs...
- targetted to 2.22
- marked as enhancement
- untouched for more than 6 months
   (last changed date is less than 2005-05-01)
- and where the assignee didn't touch them for more than a year
   (time since assignee touched is greater than 1y)

I get a list of 118 bugs from the inital list of 292 open enhancements 
targetted 2.22. I think it's *really* safe and appropriate to retarget 
these bugs to --- and reassign them to the default assignee and QA contact.

For the remaining 174 bugs, we could do some triage manually.

If nobody complains today, I plan to do it myself this evening or 
tomorrow morning.
