making review/bug filing optional for some docs changes

	Yeah, looks like we just need more docs reviewers. :-) Or at least,
perhaps a more coordinated way of quickly reviewing trivial changes.

	I do think that that change needed review, but the review should have
been faster, because the change was obviously correct. I think that
perhaps I have an idea for a solution to that:

	I wouldn't guarantee that all such changes would be obviously
correct. :-)
