Migrating templates to UTF-8?

If they contain something that looks like an RCS keyword.

Marking them as binary means we lose the capability of running cvs diff 
on them, as well, which in most cases is a worse tradeoff.

Time for a new SCM? :)  (yeah, we're working on it)
