If the docs were actually complete when we shipped, I would tend to 
agree.  But since they aren't, we continue to improve them until they 
are, or the branch gets EOLed, whichever happens first.  At the rate 
we're going, I suspect 2.20 will probably ship with reasonably complete 
documentation.  Neither 2.16 nor 2.18 did (although 2.18's is certainly 
more complete than the original docs that shipped with 2.16).
