Security release needed

The fact that we were ready to call it 2.20rc1 when we released 2.19.1, 
and the only reason we didn't is because 2.18 hadn't been released yet. 
  The fact that we've discovered so many new blockers since then worries 
me.  Perhaps some of them shouldn't be.
