Making It Easier To Start Working On Bugzilla

One factor for me is that if I take a patch on and fix it up, because of 
the Bugzilla review process, it then means that I am now responsible for 
finding someone to review it. My role turns from reviewer to patch 
submitter. And, knowing how difficult getting reviews is, I don't want 
to take that on!

So the problem amplifies itself - reviews being difficult to get leads 
to that burden being placed on newbies.

Perhaps we could relax the rules so a person could still review a patch 
to which they had personally made "minor" review markups.
