PATCH: Bugzilla::Enum class

Hi,

as a preparation for Bug #287311 and as a result of my work on custom 
fields, I'd like to propose the attached patch. It is currently *very* 
conservative, changing almost no existing code. However, it should give 
a clear impression of a common framework for enumeration fields and 
hopefully be something, onto which anyone can agree.

Please let me know, whether that part suits you.
