Bug in DBD::Pg that affects bugzilla with postgresql

Hello!
I was playing with 2.20rc2 and found that it's being hit by a bug in
current version (1.43) of DBD driver for postgresql. The driver sends
broken SQL statements when they contain data of BYTEA type. This breakes
bugzilla installation process and probably prevents it from working at
all. There is a fix for this bug (patch for quote.c) at the bottom of

I suppose it might be a good thing to mention this bug (and a fix?) in
bugzilla docs, because 2.20 is the first version that supports postgresql
and this bug may confuse those who will try bugzilla with postgresql.
