it like most things is a relative domain. we don't specify relative to 
what, but pretend it's relative to mozilla.org, so 
bugzilla.bugs.mozilla.org, that there happen to be no mail servers or 
dns servers answering to that is an implementation detail. people will 
watch the bugzilla account, so any bugmail that could be sent to that 
account could also be sent to the people who watch it. but it does not 
accept email, neither from the outside world nor from bugzilla.
